In brief they are geared to penalise anyone who has no composting/recycling system for disposing of garden refuse.

New garden waste collection service
We will be introducing the following changes:
- Sign-up for the garden waste collection service will be open from January 2016 and can be completed via your MyHarrow account or by registering at the Civic Centre. Further details on how to sign-up will be shared with you ahead of January 2016.
Garden waste collections will continue to be provided free of charge on a fortnightly basis until 1 April 2016.
From October 2015 food waste and garden waste will be collected in separate bins.
From October 2015 we will collect your food waste on a weekly basis.

From April 2016 the garden waste collection will become an optional service, which will incur a charge. You will need to sign-up and pay for the service.The cost of year-round fortnightly collections will be £75 per year per bin. There will be a £25 concessionary rate for residents who receive Council Tax Support.There will be flexible collection options available to suit your household’s needs. For example, you will be able to opt to pay for a one-off collection of your garden waste, or to share a bin with a neighbour. Further details about collection days and options will be shared with you in September.
